7. Why WB Govt is not using barren land and the land of closed factories for industrialization?

WB Govt. want some land where they dont have to develop infrastructure for industrialisation. They prefer places like Nandigram because the place is infested by the most poor dalits- who will have least resistance- who do not have language and cant even acquire weapons which cost a lot. Lacking language and weapon they are the most defenceless creature.
