Why do parents let their little kids yell at them in public places?

I saw this little girl get soooo pissed at her mom because she couldn't have a ring pop! She stomped and wailed. She said to her mom, "I hate YOU!" and threw the candy AT her mother! Why do parents let their children act totally ridiculous in public? -or anyplace or time for that matter. That is just disappointing.
